Jeffrey Raffel is the Charles P. Messick Professor of Public Administration Emeritus in the School of Public Policy and Administration at the University of Delaware. Robert Shishko is a Principal System Engineer and Economist in the Mission and System Architecture Section of the Jet Propulsion Laboratory at the California Institute of Technology.
