After Negan has killed Abraham and Glenn, Rick tells him that he is going to kill him at some point, which makes Negan to take him for a trip. He tells him with the RV, to a place full of walkers and gives him the opportunity to kill him with an axe. But Rick is too slow and throws him out of the RV and forces him to defend himself without a weapon, only to prove to him, that Rick must do what Negan has to say. When they return back with the others, because Negan is not convinced Rick understands how things are, from now on, demands from Rick to cut Carl's hand, in order for the rest of Rick's people to live.
